Vsevolozhsk, Leningrad Oblast is where Boris Listov was born. He graduated from St. Petersburg University of Economics and Finance. His speciality for graduation was accounting and audit. The degree played a crucial part in shaping his future life revolving around finance and politics. 

In 2006, he received another degree- “Candidate of Economic Sciences.” It’s worth noting that this degree is not just equivalent, but in some terms harder and longer than the U.S degree of Ph.D. The research method is longer, has a much larger peer pool and requires more publications. 

Already armed with financial prowess, Boris decided to conquer the legal arenas as well. He earned his law degree from Kutafin State Law University in 2011.

So now, he had an extremely deep understanding of both the financial as well as political arenas!

So far, Boris Listov’s life has largely been financial. But of course, his law degree wasn’t to be wasted either. In 2007, he was elected as a member of the Federation Council of the Federal Assembly. This gave him direct power over the region’s financial and legal improvements. He also joined the Youth Affairs and Sports commission in 2009. 

During his tenure, he helped shape the financial market legislation which brought forth transparency to the banking sector. His contributions to local self-government legislations gave more power and independence to self-governance hence cutting the red tape and formalities. 

The two years in the council helped him display his commitment and will to work towards the nation’s progress.

Boris Listov then moved on to one of his most significant roles yet, the First Deputy Chairman of the Rosselkhozbank. All his experience in the financial and legal sectors so far were just the right ingredients required to push the agro-financial sector towards an immense period of growth and prosperity. 

His contribution towards pushing the preferential lending program has had massive significance both for the bank, the farmers and most importantly the nation if you zoom out.

In 2020, the Rosselkhozbank allocated 70 billion rubles to small farming enterprises. This was a massive increase of 16% from the previous year.
